Boone County Commissioners on Tuesday locked in the price of $59.1 million for Boone County’s justice center and jail expansion project slated to begin this year.

The justice center design is already 75-80% complete, Greg Martz, GM Development’s managing partner, told commissioners Tuesday.

His firm will complete the design in time for construction to begin in fall, he said.

Building in phases will ensure the jail remains efficient throughout the project, and completion is expected in two years, Martz said.

“We’ve been studying this project since 2014,” Commissioner Tom Santelli said. “We really feel this best meets the needs of the county for the next five years and into the future.”

Commissioners contracted feasibility studies in 2014 and 2018 and visited jails in other Hoosier counties, Santelli said. They also explored numerous means of funding and worked with the project developer, GM Development, and Boone County Sheriff Mike Nielsen to “significantly cut costs,” Commissioner Jeff Wolfe said.

Wolfe, Santelli and commissioner Don Lawson unanimously voted to adapt a build, operate, transfer agreement with GM Development Tuesday after the Boone County Council in June narrowly approved the project.

The build, operate, transfer approach caps costs at $59.1 million, Wolfe told the council in June. GM Development may pass savings to the county if it can find any, but rising prices for steel and concrete make that unlikely, Wolfe has said. About $4 to $6 million of the total price represents repairs and projects that were required for the jail in the near future, he said, regardless of the need to build.

Boone County Councilwoman Jennifer Hofstetter estimates the county will save $100,000 per year by temporarily detaining juveniles in a holding area that meets state criteria for segregating juveniles. Nielsen said the same holding area can serve adults when children aren’t present. The county now pays $100,000 per year to hold juveniles in out-of-county facilities.

The Boone County Coroner’s morgue and office, Boone County Probation offices and Boone County Community Corrections will vacate the county’s former Key Bank building in downtown Lebanon to be housed in the justice center complex.

The Boone County Prosecutor’s office has outgrown its building, and officials are exploring the feasibility of moving the prosecutor’s office to the Key Bank building.
